Cross River unveils N18bn tourism revitalisation plan

The Cross River State government has approved the immediate release of N18 billion for the rehabilitation and upgrade of its major tourism assets, signalling a notable push to reposition the state as a premier tourism destination within Nigeria and the wider West African region. The investment targets iconic sites including the Tinapa Business and Leisure Resort, Marina Resort, Obudu Mountain Resort, and Kwa Falls.

The approval was announced recently by Thomas Ikpeme, special adviser to Governor Bassey Otu on tourism development, in a statement reported by the News Agency of Nigeria (NAN). This funding forms a central pillar of Governor Bassey Otu’s “Season of Sweetness” initiative, an ambitious programme designed to revitalise the state’s tourism infrastructure, promote its rich cultural heritage, and stimulate broad economic growth.

Ikpeme detailed that the N18 billion allocation extends beyond the iconic sites. He noted that it will also cover the extensive remodelling of the Amber Tinapa Hotel and Studio Tinapa, alongside the construction of a new pier harbour, specifically aimed at boosting waterfront tourism. A portion of the funds is earmarked for the development of Axari Towers, intended to expand the state’s lodging capacity in anticipation of the 20th anniversary of the renowned Calabar Carnival in December 2025. This focus on hotel accommodation is designed to support the hosting of major events and meet rising demand, a critical component for attracting large-scale conferences and festivals.

Beyond physical infrastructure, the Cross River State government is embarking on a wider tourism promotion drive, including the launch of the Experience Calabar campaign and the establishment of a Heritage Market. The latter aims to provide a dedicated platform for showcasing local crafts, arts, and cultural heritage, offering an authentic experience for visitors and a direct economic benefit to local artisans.

The initiative also includes efforts to strengthen transportation and business tourism infrastructure, recognising that accessibility is paramount to attracting both leisure and corporate visitors. In a move to boost air connectivity, the government has acquired two CRJ 1000 aircraft, expanding the fleet of Cally Air, the state-owned airline that operates in partnership with Aero Contractors and ValueJet, which already deploys Boeing 737s. 

Furthermore, upgrades are currently ongoing at both the Calabar International Convention Centre (CICC) and the Calabar Cultural Centre, reinforcing the state’s capacity to host major conferences, exhibitions, and cultural events.

Governor Bassey Otu stressed that the Season of Sweetness initiative transcends physical infrastructure development. He described it as a comprehensive, long-term investment in the people, culture, and economic future of Cross River State.

The government anticipates that the extensive transformation programme will generate substantial employment opportunities, attract private-sector investment, and promote community-based tourism.
