UK PACT unveils roadmap to help Nigerian transport firms cut emissions, access climate finance 

A UK-funded climate initiative has developed a practical framework to help Nigerian transport businesses cut emissions, improve operational efficiency and attract climate finance, as the project draws to a close.

The UK PACT Nigeria project, Enhancing Private Sector Capacity for Climate and Clean Air Action in Nigeria’s Transport Sector, has engaged more than 200 stakeholders and produced the Climate and Clean Air Action Framework for Transport Businesses in Nigeria.

The framework, unveiled at the project’s close-out webinar on Tuesday, July 21, will be officially launched in August.

Funded by the UK Foreign, Commonwealth and Development Office through the UK PACT programme, the project was delivered by a consortium comprising the University of York, the Stockholm Environment Institute, AP3 Advisory, Escher Silverman Global, the SLOCAT Partnership and Consulting Engineers Group.

Developed through stakeholder engagements and technical workshops in Abuja and Enugu, the framework provides transport businesses with a six-step roadmap to measure emissions, develop climate action plans, prepare bankable projects and improve access to climate finance.

Gary Haq of the Stockholm Environment Institute and the University of York said the project recognised the private sector’s critical role in delivering Nigeria’s climate ambitions.

“Government policy and public finance alone cannot deliver Nigeria’s climate ambitions. The private sector owns vehicles, makes operational decisions, and holds significant potential to reduce emissions,” he said.

Presenting the framework, Gori Olusina Daniel, chief executive officer of AP3 Advisory, said the initiative was designed to move businesses beyond climate awareness towards implementation.

“The question is no longer whether businesses should respond to climate change. The question is how they transition and how they finance that transition. This framework provides that practical pathway,” he said.

Genevieve Ankunda of the SLOCAT Partnership said effective climate action must begin with a clear understanding of emissions.

“You cannot manage what you do not measure,” she said.

Jubril Adeojo of AP3 Advisory said credible project preparation would be essential for businesses seeking climate finance.

“Climate finance follows credible projects, not good intentions. Businesses need measurable emissions reductions, strong financial analysis, and investment-ready proposals,” he said.

The project has also produced an Integrated Climate and Clean Air Action Framework, an Emission Reduction Guide, a Climate Action Plan Template and guidance on developing climate-aligned projects.

Together, the resources are intended to help transport businesses reduce emissions, improve efficiency and develop investment-ready projects while supporting Nigeria’s Nationally Determined Contributions under the Paris Agreement.

With the framework set for an official launch in August, the project’s partners say the next challenge will be translating the tools into measurable action across Nigeria’s transport sector.
