Africa PPP Advisory (AP3) is advancing a strategic advisory assignment to strengthen resource mobilisation and investment financing for the Zambezi Watercourse Commission (ZAMCOM), as regional stakeholders seek sustainable funding for climate resilience and development priorities across the Zambezi River Basin.
The assignment, funded by the African Development Fund under the Programme for Integrated Development and Adaptation to Climate Change in the Zambezi River Basin (PIDACC Zambezi), is designed to improve ZAMCOM’s ability to attract financing, deepen cooperation with development partners and convert regional development priorities into fundable projects.
Running from August 2026 to April 2028, the consultancy will focus on landscape financing, resource mobilisation and engagement with cooperating partners, with the broader objective of strengthening the commission’s long-term financial sustainability and institutional capacity.
The Zambezi River Basin spans Angola, Botswana, Malawi, Mozambique, Namibia, Tanzania, Zambia and Zimbabwe, making cross-border cooperation important to the sustainable management of its water resources and surrounding landscapes.
Under the assignment, AP3 will help ZAMCOM map development partners and funding opportunities, establish a resource mobilisation toolkit and standard operating procedures, and support the development of a financial sustainability framework for the commission’s secretariat.
The advisory work will also cover project screening and packaging, landscape financing, investment promotion, stakeholder engagement and institutional capacity building. These measures are intended to improve the quality of projects presented to prospective funders and strengthen the institutional systems required to mobilise and manage financing.
Gori Olusina Daniel, managing partner of AP3 and team leader for the assignment, said effective development financing required more than identifying potential funding sources, stressing the importance of institutional capacity, investment-ready projects and strategic partnerships.
“Mobilising finance for sustainable development involves more than finding funding sources. It requires capable institutions, well-prepared projects and strategic partnerships that translate development priorities into viable financing opportunities,” Daniel said.
He added that AP3 would support ZAMCOM in building its resource mobilisation capacity, strengthening cooperation with development partners and advancing sustainable financing approaches across the basin.
The consultancy will support ZAMCOM in strengthening its resource mobilisation framework, mapping prospective financiers and developing a pipeline of screened projects aligned with regional priorities. These measures are expected to improve partner coordination, project readiness and the commission’s capacity to pursue financing for integrated, basin-wide development initiatives.
The work is linked to PIDACC Zambezi’s objective of increasing communities’ resilience to climate and economic shocks through inclusive investment, job creation and ecosystem-based solutions. The programme’s ambitions depend in part on the ability of regional institutions and participating countries to mobilise resources and coordinate investment across shared landscapes.
Landscape financing, a central component of the assignment, is intended to support development priorities that require an integrated approach to natural resources, livelihoods and climate adaptation. Such an approach can help align investments across sectors and locations where environmental and economic outcomes are closely connected.
However, converting regional priorities into financed projects requires more than a list of potential donors. Institutions must identify suitable funding windows, prepare credible project proposals, establish clear operating procedures and maintain relationships with development partners. The assignment’s emphasis on project preparation and institutional capacity is intended to address these requirements.
AP3’s role will therefore extend beyond funding identification to helping ZAMCOM establish systems for sustained engagement with cooperating partners and a more consistent approach to project development and investment promotion.
