N30.7trn pension pool deepens influence on Nigeria’s capital market

Nigeria’s pension industry is strengthening its position as a major source of long-term capital for the domestic financial market, with pension assets rising by N3.25 trillion to N30.70 trillion in the first half of 2026.

The growth, representing an 11.8 per cent increase from N27.45 trillion at the end of 2025, has further increased the capacity of Pension Fund Administrators (PFAs) to influence activity across government securities, equities, corporate debt and emerging investment opportunities.

The latest assessment by Coronation Asset Management, contained in its Nigeria Pension Industry H1 2026 Review, said the growth of the pension pool was accompanied by a significant increase in exposure to domestic equities, underscoring the growing role of pension funds in Nigeria’s capital market.

According to the assessment, domestic equity holdings increased by 49.4 per cent during the first six months of the year to N5.91 trillion, despite an 8.8 per cent decline in June as the Nigerian Exchange Limited (NGX) experienced a sharp market correction.

The expansion in pension assets came after five consecutive months of growth, taking the industry to a peak of N31.32 trillion in May before the market correction in June reduced assets by N623.6 billion, or 2 per cent.

Despite the June decline, Coronation said the contraction was largely a market valuation event rather than an indication of structural weakness in the pension industry.

The firm noted that federal government securities remained the largest component of pension portfolios, accounting for N17.40 trillion, or 56.7 per cent of total pension assets as of June.

This continued concentration in government securities positions PFAs as major institutional investors in Nigeria’s domestic debt market, while their growing exposure to equities is increasing their influence on the performance and liquidity of the stock market.

The report also noted that the pension industry’s exposure to equities had become large enough for market movements to have a noticeable impact on overall pension assets.

“June proved that anchor status cuts both ways,” the assessment said, noting that a portfolio with roughly one-fifth of its assets invested in equities would inevitably be affected by market corrections.

The June decline came as the NGX All-Share Index fell from its May peak above 252,000 points to 229,419 points by the end of June, with profit-taking in large-cap stocks and a rotation towards fixed-income assets contributing to the correction.

However, the equity market recovered strongly in July, with the NGX All-Share Index rebounding by about 7 per cent to 245,284 points by the end of the month.

Coronation said the recovery suggested that a substantial portion of the June mark-to-market decline could have been reversed, although the impact on pension assets would be confirmed by PenCom’s July portfolio data.

The growing scale of pension assets is also coinciding with efforts by the National Pension Commission (PenCom) to widen the range of investment opportunities available to PFAs.

In May, PenCom granted a one-off regulatory dispensation allowing PFAs to participate in the proposed Initial Public Offering of Dangote Petroleum Refinery and Petrochemicals FZE, despite the company not meeting some of the investment regulation’s normal eligibility requirements.

The move is significant for the capital market because it creates a potential channel through which part of Nigeria’s growing pool of long-term pension savings can be deployed into one of the country’s largest prospective equity listings.

The Dangote Refinery has subsequently completed a $2.5 billion pre-IPO private placement, which was reportedly 3.7 times oversubscribed, providing investors with a valuation reference ahead of the planned September 2026 listing.

Beyond the refinery, PenCom has also introduced a 24-month regulatory forbearance allowing PFAs to invest, subject to strict limits, in qualifying securities issued by the parent companies of Pension Fund Custodians.

The development could increase pension participation in the securities of listed financial groups, particularly at a time when banks are completing their own recapitalisation exercises and seeking additional sources of long-term institutional capital.

However, the regulator has imposed concentration limits and additional governance requirements to manage the potential conflict of interest and contagion risks associated with such investments.

Coronation said the move reflects a challenge facing the pension industry: the rapid growth of pension assets is occurring alongside a relatively limited supply of high-quality, investable domestic assets.

This has also increased attention on infrastructure as a potential destination for pension capital.

Infrastructure funds held by PFAs stood at N329.4 billion in June, while corporate infrastructure bonds reached N59.4 billion. Although both categories continued to grow during the market correction, they remain small relative to the overall N30.70 trillion pension pool.

PenCom is therefore advancing the proposed Pension Industry Infrastructure Fund (PIIF), which is expected to provide a structured vehicle through which pension capital can participate in infrastructure financing.

According to Coronation, the development of such vehicles could help address the mismatch between the size of Nigeria’s pension pool and the availability of suitable long-term investment opportunities.

Meanwhile, the number of Retirement Savings Account holders reached 11.32 million by June, increasing the potential contribution base and reinforcing the long-term growth of the pension pool.

The growing asset base also comes as PenCom pushes stronger governance requirements for PFAs. In July, the commission introduced its first Guidelines on Stewardship Responsibilities for PFAs, requiring pension managers to take a more active role in monitoring investee companies, voting on shareholder matters and engaging with corporate boards.

The development could further increase the influence of pension funds on corporate governance and investment decisions across the Nigerian capital market.

Coronation said the combination of rising pension assets, expanding equity exposure and new investment channels means the industry is increasingly moving beyond its traditional role as a holder of government securities.

“For the first five months of 2026, pension capital was the anchor of Nigeria’s capital market,” the assessment said, while the June correction demonstrated that the growing influence also exposes pension portfolios to market movements.

Looking ahead, the firm expects the pension asset base to continue expanding, projecting total assets of between N33 trillion and N34.5 trillion by December 2026.

It said the direction of growth would increasingly depend not only on investment returns but also on the ability of Nigeria’s capital market to create new investment opportunities capable of absorbing the country’s expanding pool of long-term savings.

The development puts the pension industry at the centre of Nigeria’s capital market outlook, as PFAs increasingly become important providers of capital to government, companies and potentially infrastructure projects, while PenCom seeks to balance greater investment flexibility with stronger protection for contributors.
