Nigeria eyes tourism windfall as African destinations raise investment

Governments across Africa are increasingly positioning tourism as a pillar of economic diversification, investing in cultural assets, hospitality infrastructure and destination development to create jobs, attract private capital and generate non-oil revenue.

The renewed focus reflects a recognition that tourism extends far beyond leisure, serving as a catalyst for growth across aviation, hospitality, transport, entertainment and retail while stimulating investment in supporting infrastructure.

In Nigeria, the federal government said it has intensified efforts to elevate tourism and the creative economy as contributors to national economic expansion through policy reforms and partnerships with state governments.

Driving the agenda is the Federal Ministry of Art, Culture, Tourism and Creative Economy, which has launched initiatives aimed at promoting Nigeria’s cultural heritage, strengthening tourism infrastructure and attracting investment into the sector.

One of the latest initiatives is the partnership between the federal government and Rivers State under the Renewed Hope Cultural Project, a programme designed to unlock the commercial potential of Nigeria’s cultural and tourism assets.

Governor Siminalayi Fubara recently signed a Memorandum of Understanding with the federal government to accelerate tourism development in Rivers State, announcing projects that include a new tourist beach being developed in partnership with Landmark as well as improved access to the Oyorokoto coastal area in Andoni Local Government Area.

The projects are expected to enhance the state’s tourism offering while creating opportunities for businesses operating in hospitality, transportation, recreation and related services.

Hanatu Musa Musawa, minister of Art, Culture, Tourism and Creative Economy, said the Renewed Hope Cultural Project was established to diversify Nigeria’s economy, expand employment opportunities and strengthen collaboration between the Federal Government and state governments.

According to the minister, the initiative seeks to unlock greater economic value from Nigeria’s rich cultural heritage and tourism resources by encouraging investment and improving destination development.

Tourism is widely regarded as one of the world’s most interconnected industries because of its extensive economic linkages. Beyond attracting visitors, the sector supports airlines, airports, hotels, restaurants, tour operators, transport companies, event organisers and thousands of small and medium-sized enterprises that benefit from visitor spending.

Industry analysts note that every increase in visitor arrivals creates multiplier effects across multiple sectors, generating demand for accommodation, food services, logistics, retail trade and entertainment while encouraging infrastructure development.

The World Travel & Tourism Council (WTTC) has consistently identified travel and tourism as major contributors to employment, investment and economic output in many economies, particularly those that have successfully integrated tourism into broader national development strategies.

Across Africa, several countries have demonstrated the economic benefits of sustained investment in tourism.

Rwanda has strengthened its position as a premium conference and eco-tourism destination through investment in convention facilities and wildlife conservation. Ghana has leveraged cultural tourism and heritage initiatives to attract international visitors and diaspora engagement, while Kenya and Mauritius continue to benefit from diversified tourism offerings supported by strong destination marketing and hospitality infrastructure.

These countries have shown that tourism can become a significant source of foreign exchange earnings, private investment and employment when supported by effective policy, infrastructure and marketing.

Nigeria possesses comparable advantages, including extensive coastlines, wildlife reserves, cultural festivals, historical sites and a globally recognised entertainment industry. However, analysts say translating these assets into sustainable economic value will require continued investment in transport infrastructure, destination management, security, digital promotion and private-sector participation.

Air transport remains a critical enabler of tourism growth.

Improved airline connectivity and airport infrastructure increase accessibility for business travellers, holidaymakers and investors, while stronger domestic and international flight networks encourage higher visitor arrivals and spending across local economies.

As governments invest in tourism infrastructure, the benefits are expected to extend beyond visitor attractions to airlines, hotels, restaurants, logistics providers and other businesses that depend on a vibrant travel ecosystem.

Industry stakeholders believe stronger collaboration between the federal government, state governments and private investors will be essential if Nigeria is to unlock tourism’s full contribution to economic diversification, employment creation and non-oil revenue growth.

With competition among African destinations intensifying, sustained investment in tourism infrastructure, cultural assets and visitor experience is increasingly being viewed not simply as a cultural initiative, but as a long-term economic strategy capable of strengthening growth across multiple sectors of the economy.
