UNDP, GSMA deepen Africa’s push for homegrown AI 

The United Nations Development Programme (UNDP) and the GSMA have entered a new partnership to help African innovators move artificial intelligence projects from development and pilot stages into real-world applications, with African-language AI emerging as a key area of focus.

The partnership, announced recently, will combine the GSMA’s mobile industry networks with UNDP’s development programmes and innovation platforms to improve access to infrastructure, expertise and opportunities for African developers building AI solutions for local needs.

A major focus will be African-language artificial intelligence, an area that has gained increasing attention as governments, technology companies and researchers seek to develop models that can understand the languages, cultures and contexts of African communities.

Under the arrangement, the two organisations will work through UNDP’s timbuktoo initiative to improve access to computing infrastructure for selected AI pilots, connect African talent with real-world applications and support the deployment of locally developed solutions.

The partnership also seeks to identify ways for successful AI projects to remain viable and scale beyond the pilot stage, bringing development partners, universities, AI laboratories, innovators and the mobile industry into the same ecosystem.

For Nigeria, the development comes as the country continues to build its own capacity in African-language AI.

Nigeria launched the Nigerian Atlas for Languages and AI at Scale (N-ATLAS) in September 2025, an open-source multilingual large language model developed with local technology company Awarri. The model was unveiled on the sidelines of the 80th United Nations General Assembly in New York as part of the Federal Government’s push to develop AI systems that reflect Nigerian languages and local contexts.

N-ATLAS currently supports Yoruba, Hausa, Igbo and Nigerian-accented English, alongside automatic speech recognition capabilities for voice applications. The Federal Ministry of Communications, Innovation and Digital Economy has described the model as part of Nigeria’s effort to develop sovereign AI capabilities and make local talent more involved in the development of AI applications.

The Nigerian government has also moved to encourage developers to build applications on the model. In September 2026, the ministry opened applications for a National AI Innovation Challenge designed to move N-ATLAS from being an available model to a platform for developer tools, voice applications and sector-specific AI solutions.

Nigeria has also been involved in the broader continental effort around African-language AI.

In July 2026, the GSMA, Nigeria’s Ministry of Communications, Innovation and Digital Economy and partners from several African countries launched ATLAS Umoja AI, a pan-African initiative intended to bring governments, industry and researchers together to share expertise, datasets and best practices for developing AI systems that better reflect African languages, cultures and development priorities.

The new UNDP-GSMA partnership builds on that wider push by adding development infrastructure and innovation networks to the effort.

The GSMA said the collaboration aligns with its work on ATLAS Umoja AI, while UNDP will bring networks including University Innovation Pods, AI laboratories, universities and other ecosystem partners into the initiative.

Angela Wamola, head of Africa at GSMA, said the mobile industry has a role in helping locally developed AI solutions reach people and businesses that can benefit from them, while Aissata De, officer-in-charge and regional director for Africa at UNDP, said the partnership would connect African innovators to the infrastructure, skills and opportunities needed to develop and scale AI solutions.

The focus on computing infrastructure could be particularly important as African developers attempt to move beyond building experimental AI models towards deploying services at scale. The GSMA has previously identified data, compute, talent and market enablement as major areas requiring coordinated action in the development of African-language AI.

The latest partnership therefore adds another layer to a growing African AI ecosystem in which national initiatives such as Nigeria’s N-ATLAS are being linked with broader efforts to develop shared language resources, computing capacity, talent and applications across the continent.

The development also comes as the Nigerian government continues to position local-language AI as part of its wider national AI strategy, while seeking to encourage developers to build practical applications around locally developed models.
